Why the owner/responsible user of the vehicle only informed of the existence of a contractual penalty after non-payment?
Data on vehicle owners are not available to operators of private parking. Only Transport Administration has the right to ask for data only after failure to pay the contractual penalty on time. The traffic register is a public database, the release of data with restricted access to which can be requested from the Transport Board if there is a legitimate interest in doing so. The Transport Authority shall determine the existence of a legitimate interest and decide on the release of data. In the case of contractual penalties imposed in a private car park, a legitimate interest exists only if the term for payment of the contractual penalty has expired and the claim has not been paid.
